Manila, Philippines – The Department of Science and Technology (DOST) of the Philippines has formalised a framework collaboration agreement with The Hashgraph Group (THG), a Web3 technology firm operating within the Hedera ecosystem.
The partnership seeks to promote cooperation between the public and private sectors in advancing Web3 and distributed ledger technologies (DLT) as part of the Philippines’ broader national digitalisation and financial inclusion initiatives.
The Philippines has become one of Asia-Pacific’s fastest-growing centres for blockchain and emerging digital technologies, driven by a young, digitally fluent population and a supportive policy environment that encourages innovation for transparency and efficiency. DOST plays a central role in fostering the adoption of Industry 4.0 technologies—such as blockchain and AI—to stimulate sustainable economic development and job creation.
Sancho Mabborang, undersecretary for regional operations at DOST, shared how the partnership strengthens the department’s commitment to deliver digital innovation to all the regions across the Philippines.
“By introducing Web3 and Hedera-powered solutions through our regional offices, we are empowering communities, universities, and industries to take part in the global digital economy,” Sancho commented.
He added, “The collaboration ensures that innovation and opportunity reach all Filipinos, driving inclusive and sustainable growth across the nation.”
Under the collaboration, DOST and THG aim to strengthen digital capacity across the country by providing Hedera-powered solutions for local communities, academic institutions, and industries. The agreement outlines plans for capacity building, knowledge exchange, and the development of real-world Web3 applications for startups, enterprises, and public agencies.
During the visit to THG’s headquarters, the company demonstrated several of its proprietary Web3 products, including a Hedera-powered carbon bank designed for corporate and governmental use. The partnership will explore industry applications across various sectors, such as sustainability projects, smart agriculture, food systems, water quality monitoring, tourism, and gaming, alongside other science and innovation programmes.

The collaboration represents a significant step in DOST’s mission to drive inclusive and technology-led growth across the Philippines. Both parties intend to expand training, certification, and innovation initiatives to help students, entrepreneurs, and enterprises adapt to the Web3 economy.
THG’s venture building programme will also support investment in emerging startups aligned with the country’s digital transformation goals.
