Singapore – Circles and Huawei have entered into a strategic collaboration to jointly explore the development and delivery of AI-led digital telecommunications solutions for operators across global markets.
The partnership is intended to bring together Huawei’s network and cloud infrastructure capabilities with Circles’ digital business support system SaaS platform. Through this combination, the companies aim to support telecom providers in advancing digital transformation initiatives, enabling real-time revenue generation, and implementing data-driven services at scale.
The agreement includes plans to examine integration opportunities across core telecom functions such as charging systems, policy management, cloud environments, and automated operations. The collaboration will assess how Huawei’s policy and charging technologies can be aligned with Circles’ platform to facilitate more responsive monetisation mechanisms, dynamic optimisation of network resources, and enhanced customer lifecycle management driven by analytics and automation.
“Telecom operators are at an inflexion point where AI is no longer optional—it is foundational,” Sanjay Kaul, chief revenue officer at Circles, stated.
“Together with Huawei, we’re combining network expertise and our AI-native digital BSS to help operators accelerate monetisation and deploy intelligent services at scale.”
By linking network-level intelligence with digital engagement and monetisation tools, the proposed solutions are designed to assist operators in introducing new services more efficiently, improving revenue performance, and strengthening user experience in competitive telecommunications markets.
The companies are also considering deploying Circles’ platform within Huawei Cloud environments to support scalable and secure workloads, while addressing regulatory and data sovereignty requirements in different regions. This approach is expected to contribute to the development of integrated architectures that connect network operations with digital service layers, enabling faster innovation and improved operational efficiency.

In parallel with technical collaboration, both parties may pursue joint commercial initiatives aimed at positioning their combined offering to telecom operators seeking to modernise legacy infrastructure, adopt artificial intelligence capabilities, and transition towards software-based operating models.
The collaboration reflects a mutual intention to support the ongoing shift within the telecommunications sector towards more intelligent, automated, and AI-native systems.
