Vietnam’s MoIT to draft e-commerce legislation to regulate digital growth, innovation

Vietnam – Aiming to boost the country’s digital economy, the Ministry of Industry and Trade (MoIT) in Vietnam has recently unveiled plans to establish a clear legal framework for the nation’s rapidly expanding digital marketplace.

Under the proposed e-commerce law, the organisation aims to bridge regulatory gaps, promote fair competition, and strengthen consumer protection while also fostering innovation.

Said legislation further outlines key provisions, including clear definitions of digital platforms, stricter compliance requirements on service providers to address illicit sales and cybersecurity threats, and strengthening fairness in electronic agreements. 

It further promotes environmentally sustainable e-commerce operations.

MoIT is set to introduce the draft e-commerce law to the National Assembly in October 2025, with an expected approval date in May 2026. 

Designed to align with global best practices from countries like Malaysia and China, the law will also be customised to support Vietnam’s growing digital economy.

Vietnam’s online retail sector has grown significantly, reaching the third-largest spot in Southeast Asia by 2024. From $2.97b in 2014, it surged to $20.5b in 2023, contributing 8% to the country’s total retail earnings.
