Indosat, Komdigi launch Garuda Spark Innovation Hub in Jayapura

Indonesia – Indonesia’s Ministry of Communication and Digital Affairs (Komdigi), with support from Indosat Ooredoo Hutchison (Indosat or IOH), has launched the Garuda Spark Innovation Hub (GSIH) in Jayapura, Papua, as part of efforts to expand access to digital skills development and technology networks.

Launched on the 28th of August at the Indosat AI Experience Center (AIEC) Jayapura, the hub is intended to connect digital talent with government, industry, academia, and community organisations. The initiative is focused on providing learning, skills development and collaboration opportunities for young people in Papua.

The launch was part of a national series of events linked by livestream to the main ceremony in BSD, South Tangerang. During the event, Meutya Hafid, Indonesia’s Minister of Communication and Digital Affairs, joined the Jayapura programme and witnessed the unveiling of the Indosat Game Center Jayapura, which forms part of the GSIH ecosystem.

“Jayapura has an important role to play in developing digital talent in Papua. With its young people, academics, and communities showing growing potential, Garuda Spark Innovation Hub will connect more local talent with mentorship, industry, and national-level opportunities. We appreciate Indosat Ooredoo Hutchison’s support in bringing this collaboration to life,” said Meutya Hafid, Minister of Communication and Digital Affairs.

“We welcome Garuda Spark Innovation Hub in Jayapura as a space that opens up more opportunities for young Papuans to learn, innovate, and connect with the growth of the national digital economy. Collaboration between government, education, industry, and communities like this matters, so local talent can not only use technology, but create new solutions and opportunities from Papua,” said Jayapura Mayor Dr Abisai Rollo, S.H., M.H.

Indosat has also opened the Indosat Game Center Jayapura as part of its support for the initiative. The facility is designed as a space for young people and the gaming community to gather and participate in digital activities.

“For Indosat, technology can create greater impact when more people have the opportunity to learn about it and use it productively. Through our support for the Garuda Spark Innovation Hub and the presence of the Indosat Game Center in Jayapura, we are committed to advancing inclusive digital access, in line with the Ministry of Communication and Digital Affairs’ vision of connectivity that is Connected, Growing, and Protected,” said Reski Damayanti, Director and Chief Legal & Regulatory Officer of Indosat Ooredoo Hutchison.

“This commitment is aligned with Indosat’s vision to ensure that Indonesian talent, including young people in Papua, can compete on the global stage. It is also a tangible expression of the #LebihBaikIndosat spirit to empower Indonesia by bringing technological sovereignty and innovation closer to communities and making them increasingly relevant to their needs,” she continued.

The GSIH launch expands the activities of the Indosat AI Experience Center Jayapura, which began operating on the 20th of May 2025 as Indosat’s second AI Experience Center in Indonesia.

With the addition of GSIH and the Indosat Game Center, the Jayapura facility now combines AI-focused activities with digital skills development, community engagement and access to technology-related opportunities.

The initiative is part of wider collaboration between Komdigi, Indosat, local government, communities and other stakeholders to expand digital talent development across Indonesia, including in Eastern Indonesia.
