Telkomsel, Circles introduce SaaS platform to modernise Indonesian telco systems

Jakarta, Indonesia – Telkomsel has introduced a new vertical SaaS platform developed in collaboration with Circles, a telecommunications technology provider. The system has been designed to support large-scale digital transformation programmes for established operators managing complex legacy infrastructures.

The platform has been implemented for by.U, a digital brand under Telkomsel, forming part of the operator’s broader modernisation agenda. The programme represents an extensive upgrade within an operational Tier-1 telecommunications environment. Through the adoption of Circles’ cloud-native SaaS architecture, Telkomsel has updated key digital functions while maintaining uninterrupted service and operational continuity during the transition.

The initiative involved consolidating and upgrading several legacy business support systems, orchestration layers and digital experience platforms into a single configurable, vertically integrated SaaS environment. The objective was to enable faster product development cycles, strengthen operational resilience and provide long-term scalability, while limiting the risks typically associated with replacing core systems in live settings.

“The platform’s configurability enables our teams to respond more effectively to market dynamics,” Joyce Shia, director of information technology of Telkomsel, commented. 

“This transformation strengthens our ability to innovate at speed, while maintaining operational discipline and service reliability.”

Rather than being a new standalone launch, the programme was delivered within an existing operational framework. It required integration with established infrastructure, workflows and customer journeys, while continuing to support millions of subscribers across Indonesia. The transition was supported by structured governance, system monitoring and risk mitigation measures to ensure service stability.

“This collaboration with Telkomsel demonstrates how large–scale brownfield transformations can be executed responsibly in live environments,” Sanjay Kaul, chief revenue officer of Circles, shared. 

“Together with Telkomsel and by.U, we’ve shown that Tier–1 operators can modernise critical platforms at scale, supported by purpose–built telecom SaaS capabilities and deep operational expertise. The result is a repeatable blueprint for sustainable innovation and operational stability.”

Telkomsel’s new platform has contributed to improvements in transaction processing speeds and digital customer journeys, including areas such as purchase and activation flows. The system also enables greater configurability across product design, pricing structures and campaign management, supporting faster time to market within existing governance processes.

The architecture follows a modular and application programming interface-led model intended to operate at a national scale. By consolidating multiple legacy platforms, the deployment reduces operational complexity and technical overhead. In addition, the updated data and orchestration framework establishes the groundwork for future AI-enabled capabilities, including automated processes and new digital revenue models.
